General Questions

What is the Elite Network of Bavaria?

The Elite Network of Bavaria is an initiative to support young academic talents and consists of the following support programs: Elite Graduate Programs, the Max Weber-Program of Bavaria, International Doctorate Programs, Research Scholarships and International Junior Research Groups. The Elite Network of Bavaria is designed for exceptionally self-motivated and talented undergraduate and doctoral students. 

What is the aim of the Elite Network of Bavaria?

The concept for top-class academic education, which is unique in the Federal Republic of Germany, is a signal to the best students and young researchers. With its ideal conditions and incentives for the highly qualified, the Elite Network of Bavaria is a strong counterattraction to top offers from around the globe.

Where does the money come from?

The Bavarian State Government and Parliament provide 223 top-class academic positions for the Elite Network of Bavaria. On top of this, the Elite Network has at its disposal a budget of €14 million as start-up finance. A considerable part of this amount comes from generous assistance by the Vereinigung der Bayerischen Wirtschaft (Bavarian Business Association), as Bavarian enterprises are eventually expected to profit as much from elite education as the state itself. In addition, each university hosting an elite graduate, doctorate or junior research program contributes to the basic facilities and resources.

The Max Weber-Program and the Research Scholarships are financed through the Bavarian Elite Aid Act (BayEFG).

Can I get support from the Elite Network of Bavaria as a school pupil?

Support from the Elite Network is available at the earliest from when university studies begin. There is no support program for highly gifted secondary-school pupils in the Elite Network of Bavaria. However, the Elite Network supports pre-university-programs and gives special awards to youth initiatives like “Jugend forscht". In addition, the Elite Network cooperates with Bavarian schools that offer gifted education programs.

What can I do even as a school pupil to become a member of the Elite Network of Bavaria at a later stage?

The earliest way into the Elite Network of Bavaria is the one via the secondary school examinations at a Bavarian “Gymnasium" (grammar school/ pre-college high school). If a secondary school graduate has an overall grade of 1.30 or better, he or she can be nominated for a special selection procedure by the head of the school. If the candidate is successful there, he or she is accepted into the Max Weber-Program. In case of later entries into the Elite Network of Bavaria, for example by enrolling for an Elite Graduate or Doctorate Program, it is primarily the achievements in university courses that are decisive for acceptance – but even in this case, a good secondary school examination is of no harm.

How can I apply for an Elite Graduate Program or an International Doctorate Program?

The selection of graduate and doctoral students takes place at the universities. Please contact the university concerned directly if you have any queries concerning the application process.

How can I apply for the Max Weber-Program?

Both secondary school graduates and university students can be accepted into the Max Weber-Program. If secondary school graduates have a grade average of 1.30 or better in their final secondary school examinations, they can be nominated by the head of their school. After passing a special selection procedure they are accepted into the support program. Students at Bavarian universities can also qualify for the Max Weber-Program if they have performed outstandingly in their university courses and are nominated by a lecturer/ professor. From the third semester onwards, students can also apply on their own initiative.

How can I apply for a Research Scholarship?

Graduate students can get a grant for living costs from the Elite Network of Bavaria. Applicants contact the scholarship department or the office of the vice-chancellor at their university.

Nota bene: Until further notice the Elite Network of Bavaria will not pass out any new Research Scholarships.

Can I apply both to the Max Weber-Program and another scholarship foundation?

The Elite Network of Bavaria has no objections to a student being both a member of the Max Weber-Program and another scholarship foundation for the highly gifted like the “Studienstiftung des deutschen Volkes“ at the same time. However, the scholarship holder will not get the allowance of 900 Euros per semester for education-related activities if he or she receives a similar benefit from another institution, e.g. the "Studienstiftung".

Please note that some scholarship foundations do not allow a simultaneous sponsorship by two institutions.

Can I apply both to the Max Weber-Programm and the German National Scholarship Program (Deutschlandstipendium)?

According to § 4 of the law on support programs passed in July 2010 it is not possible to receive support both from the Max Weber-Program (or another comparable support program) and the "Deutschlandstipendium".

Can I apply to the Max Weber-Program although I didn't take my final secondary-school examinations in Bavaria?

Students who apply for the support program on their own initiative need not have taken their final secondary-school examinations in Bavaria as long as they are enrolled at a Bavarian university.

Who is eligible to apply for the establishment of an Elite Graduate or Doctorate Program?

The concept of the Elite Network of Bavaria provides the establishment of Elite Graduate and International Doctorate Programs under the auspices of the Bavarian state universities and the Catholic University of Eichstaett-Ingolstadt. Universities of applied sciences, art colleges, the Universitaet der Bundeswehr Muenchen as well as other nonuniversity research institutions can participate in cooperation with one of the abovementioned universities.

When is the application deadline for the establishment of an Elite Graduate Program, a Doctorate Program or an International Junior Research Group?

Calls for proposals for the structured support programs are announced on a regular basis, particularly when current programs are discontinued.

What is the application procedure to establish an Elite Graduate Program, an International Doctorate Program, or an International Junior Research Group?

Decisions on the establishment of elite programs are made in a selection process with several stages. After the call for papers universities submit project profiles to the coordination office of the Elite Network of Bavaria. The Commission of the Elite Network of Bavaria, chaired by the President of the German Research Foundation (DFG) Professor Dr. Peter Strohschneider, asks those submitting the most promising proposals to submit an application developed in more detail. The applications then received are reviewed by expert committees and, eventually, returned to the Commission for a final decision. The Bavarian State Ministry of Education, Science and the Arts makes its final decision based on the recommendations of the Commission.

Who decides which projects are to be accepted into the Elite Network?

The decision which Elite Graduate Programs, Doctorate Programs and International Junior Research Groups receive funding is based exclusively on the recommendations of the Commission, whose decisions are made on purely academic grounds.

What criteria must a project fulfil to receive funding?

First of all, the academic staff involved in the program must all be excellent in their respective field. Additional criteria for admission are internationalism, innovative curricula and fresh new ideas on teaching methods. As the Elite Network is especially designed to foster junior academic staff, an excellent student tutoring concept is of crucial importance as well.

How can the establishment of an International Junior Research Group be requested?

An application after an international call for proposals is possible in agreement with a participating scientist from one of the above two lines of funding or can be handed in on his / her initiative. The application requires the drafting of an innovative, creative and scientifically challenging project proposal at the frontier of knowledge in the respective subject fields. It is expected that the host institution provides suitable premises and standard facilities that allow access to the necessary infrastructure and equipment to participate. A further funding of the candidates by the host institution in a later phase remains to be decided on at a later date. Collaborations with non-university research institutions are possible and welcome – as long as the existing funding lines are involved.

 

What are the requirements for an application as leader of an International Junior Research Group?

The endowment for the International Junior Research Groups is internationally competitive. This funding within the framework of the Elite Network of Bavaria is limited to junior researchers who have not been working at the host institution so far and preferably will not work there in the two years before the start of the junior research groups. Their research projects should be embedded in the current topics of the Elite Graduate Programs or the International Doctorate Programs in the Elite Network of Bavaria and complement them. Only one International Junior Research Group can be established per Elite Graduate Program or International Doctorate Program.

 

What criteria must a project for an International Junior Research Group fulfill to receive funding?

The application requires the drafting of an innovative, creative and scientifically challenging project proposal at the frontier of knowledge in the respective subject fields.

What is the maximum funding period provided for an International Junior Research Group?

International Junior Research Groups are limited to five years funded by the Elite Network of Bavaria. Course and outcome of the international junior research group must be documented.

What is the funding within a International Junior Research Group?

The Bavarian State Ministry of Education, Science and the Arts is going to fund the post of the leader of the International Junior Research Group with an A 14-position (Akademischer Oberrat auf Zeit) or TV-L E 14-position or TV-L E 15-position, and up to two PhD positions as A 13-positions (Akademischer Rat auf Zeit) or TV-L E 13-positions. Possibly, there will be half an administration position available. Depending on the requirements of the discipline, part-time positions for promotion might be appropriate in individual cases. The International Junior Research Group leader and the doctoral students have to provide services with regard to teaching, research and project management as long as this does not affect their own research projects.
Additional funds will be provided, of which the host institutions have to bear a quarter.
